“I take this opportunity to say that on September 23 we convened the Pnrr steering committee to certify that the 156 goals of the tenth installment have been achieved. So – he continues – on September 30 we will send the letter to the European Commission to request the disbursement of the tenth installment, amounting to 28.4 billion euros which will bring the total collected in Italy to 194.4 billion euros. A significant part, 122.6 billion, is debt, 71.8 billion is non-repayable grants but as far as Italy is concerned it is a revolving door because we are net contributors in Europe.”

Going into detail about the resources obtained, the Minister of European Affairs, Pnrr and Cohesion Policies pointed out that with the Pnrr “the South has received a share of territorialized resources higher than it had in the past: it was 33 percent and in this plan it has been set at 40 percent. We should exceed by a couple of points even the percentage provided by law for the South.” Foti noted that “contrary to the past the South has reacted well also regarding the cases related to the obligations to be fulfilled. As a happily anomalous fact, the duration of contracts has drastically reduced and with this plan the South has almost aligned with the duration of contracts in the North.”

Foti finally drew a balance on the European macroeconomic scenarios: “Today unfortunately we have prioritized rules over scenarios and the need to complete some markets, such as the internal market or the capital market.” “Never as today is it necessary to move from the enunciation to the implementation of the single market,” he added. “Because individually we are all more fragile countries but this has nothing to do with sovereignty understood as a political concept but has a great deal to do with the opportunities in my opinion lost by Europe which in recent years has paid little attention to some matters and scenarios starting from competitiveness and innovation,” he concluded.
