The fund mentioned by the Deputy Prime Minister (Security action for Europe) was created by the EU to facilitate defense spending by member states. It amounts to a total of 150 billion. It operates through the provision of long-term loans, repayable over 45 years, and at favorable rates for the purchase of armaments, mainly from European companies and industrial groups. Besides EU countries, Ukraine has also been admitted to the fund.

After Tajani, Crosetto took the floor, saying: “The Safe, as it has been set up, is a military defense financing tool, not additional and is an alternative to the Bot. It is a totally technical choice that the minister will make by the end of the year. The political choice will be the budget deviation that we will vote on, if we vote, in September, on 0.9 for defense and 0.6 for energy.” Besides Italy, Denmark (for 46.8 billion), Poland (43.7), Romania (16.7), and France (15) have also decided to draw on the Safe.
