“Five days after the demonstration, no formal challenge of the violation has arrived,” reports the Municipality of Bologna, which then defends its actions by recalling that the security text “does not prescribe a formal written communication for the notice from the promoters.” “The rule – they comment from Palazzo d’Accursio – says ‘give notice’, without specifying modalities.” The reference is to Article 18 of the Tulps which, in its first paragraph, states that “the promoters of a meeting in a public place or open to the public must give notice, at least three days before, to the police chief,” without specifying the methods of communication.
