Emilia, building abuses? The scandal: houses are given to the Roma | Libero Quotidiano.it

In the very red Emilia-Romagna there is a regional law, number 11 of 2015, which is based on “the recognition of the cultural and social identities of Roma and Sinti and their specificities.” Translated: since the nomads have a particular lifestyle, they must be accommodated in every way. The watchword: inclusion.

However, it so happens that besides focusing on “family micro-areas” instead of the well-known Roma camps, the directive provides for so-called “experimentalism.” What does that mean? The possibility, offered by the Region to the various Municipalities, to reassign seized properties because they are illegal to the same perpetrators of the offenses instead of demolishing them as common sense would require. Provided that the Roma regularly pay a fee to the administrations. All true. However, no trace of money paid has been seen. Adding insult to injury.

LEGA ON THE ATTACK

The Emilia Lega is on the barricades. Councilor Tommaso Fiazza has submitted an inquiry asking the De Pascale administration “to specify how many there are, and in which territories they are located, the areas acquired as public property because burdened by building abuses,” as well as “what supervision is exercised over the ‘experimentalism’ that allows Roma and Sinti groups to derogate from the provisions dictated by urban and building laws.”

The Carroccio had already presented a bill in the Regional Council to eliminate these rules and made a request for documents to acquire information. However, the center-left majority never scheduled the discussion, so here is Councilor Fiazza’s inquiry. “The latest evaluation clause identified 18 areas acquired as public property or in the process of acquisition because burdened by building abuses out of the total 124 family micro-areas, highlighting how these have multiplied over the years,” explains the Lega member. Another effect of the 2015 regional law, when the governor was the PD member Stefano Bonaccini, was also to increase the settlements populated by Roma: the largest camps were closed, in fact, and these were broken up into smaller but more numerous settlements.

According to the left, the characteristic of the micro-areas is “to allow better living conditions for families, to respect their cultural specificities regarding housing, to promote their autonomy and emancipation, to have a less strong impact on the social fabric, to create the conditions for responsible and independent self-management of the areas themselves, relieving administrations of the costs, often considerable, incurred annually for the management and maintenance of public stop areas.” It has really been seen…

THE NUMBERS

“According to information from some of the municipalities involved, the rental fees provided have never been paid,” denounces Fiazza. Just to give an example, from a request for documents from the Municipality of Reggio Emilia (another red administration) it emerged how the Property Service has activated the “procedure for collecting the occupation fee” regarding four areas inhabited by nomads: two agricultural zones, one near a river, one near a highway. “No payment has been made in favor of the administration,” reads the Municipality’s response. For two other areas, for which other procedures are underway, “it was not deemed appropriate at the moment to proceed with the request.” Ergo: no one has paid what is due yet. And who knows how many other Reggio Emilias there are throughout the region… In about two months, when the administration responds, everything will be clearer.

“The result is paradoxical: those who commit a building abuse can end up obtaining a lease again precisely for that area. A possibility that is certainly not recognized to the Emilia-Romagna citizen who commits the same abuse,” attacks the Lega councilor again. So? “There can be no zones of impunity: those who commit a building abuse must comply with the same rules and sanctions provided for the rest of the population, without any kind of privilege or creeping amnesty: it is frankly unacceptable that a Roma or a Sinti has more rights than an honest Italian.”
