The holidays are over even for Elly Schlein. After a few days of vacation – jealously kept away from the spotlight – the secretary of the Pd returned to the scene yesterday, attending two Unità festivals: at 6:30 pm in Rivalta sul Mincio, in the province of Mantua, and at 9:30 pm in Crema. Two peripheral festivals, but Schlein did not want to miss them (as she had done even before Ferragosto by appearing in smaller towns), aware that the army of militants will be decisive in case of primaries. And it is worth preparing. Because while the Pd is discussing how to avoid them, the M5S are increasingly determined to hold them. A curious role reversal, since the Pd, born with primaries, has always considered them a privileged tool and until a few months ago it was the M5S that refused to hold them to choose candidates. Yesterday Riccardo Ricciardi, group leader in the Chamber, speaking to Corriere della Sera opened a new front: the electorate. How should the primaries be held? “We first identify the principles and values and open them to anyone, even online, without pre-registrations or membership cards that discourage participation.” He added: “They can be done in a single round,” the important thing is that “primaries must be a beautiful open challenge.” So the opening of the primaries, without registration and online, is even more important than the choice of whether to hold them in a single or double round.

And it is understandable. Conte, in fact, has a much broader consensus than Schlein. For this reason, he has every interest in having anyone vote at the polling stations. For the same reason, Schlein – who also became secretary thanks to the vote of non-members of the Pd – wants a more limited electorate. After all, the issue of who can vote was also a matter of dispute in 2012, when in the coalition primaries, in addition to the Pd secretary, Pierluigi Bersani, Matteo Renzi also participated. The former wanted voters to register days before the vote, the latter was for less strict rules. Bersani wanted militants, cardholders (among whom he was sure to prevail) to vote, Renzi wanted non-cardholders to participate as well, knowing that he could gain support precisely there. Now the same dispute could be repeated. But with an even closer challenge. Conte knows he has support that exceeds that of the M5S and even reaches beyond the center-left. He has every interest in wanting primaries as open as possible. Schlein’s strength, on the other hand, is the organized electorate of the Pd and the Cgil.

THE DEADLINE
The troubles for the secretary, however, do not end here. Her term expires on March 12, 2027, having been elected on March 12, 2023. According to article 8, paragraph 2, of the Pd statute, the president of the national assembly must call the election of the secretary “six months before the expiration of the term.” Therefore, on September 12 Stefano Bonaccini should start the congress procedures. Since there are elections, everyone agrees to postpone the congress. But to do so Bonaccini will have to convene the national assembly and put to vote the request for an extension. Certainly, the request will pass. But with what counterbalances? The assembly, in fact, reflects the weights of the various factions, which – paradoxically – have increased in recent years. Especially in the majority that supports Schlein. It is logical that the bosses, before voting for the extension, will ask the secretary for guarantees. On two points in particular: the locked positions on the lists for the elections that will take place in a few months (the lead candidates and the prize list) and the exemptions that 37 big names need to be able to run again, having exceeded the statutory limit of three parliamentary terms. Some recall that Sergio Mattarella, in 2008, gave up running again, having already served several legislatures. An example that should close all complaints. But there is no room for illusions. Unless Schlein, as some suggest, proposes to the “exempted” another way out: running, but with preferences (if the law under discussion passes).
