The story is buried in the thousands of pages of the (archived) investigation into the massive 1.25 billion euro order that the special commissioner Domenico Arcuri authorized at the start of the pandemic with the results we all know: seizures, investigations, and public money burned with a flamethrower. However, it had never been told until now that, in September 2021, when about 800 million counterfeit devices had already arrived in Italy, the Italian customs had received an alert from the Dublin authorities about the risk profiles of our PPE. In particular, the Irish customs reported that the Ccqs, the body that had “issued the CE certificate for the FFP2 masks of the Chinese company Anhui Zhongnan Air Defence Works Protective Co. Ltd,” had decided to withdraw the previously granted clearance.

The revocation had actually been adopted already in April 2021 because “the model sampled during the conformity assessment procedure of module C2,” the communication states, “was not compliant with the originally certified one.” And it was not even possible to discover when the manufacturer had “started supplying the different model.” In short, a mess not only from an administrative point of view but with serious repercussions for public health considering that the masks had already been distributed for more than a year, and certainly did not protect those who wore them.

The inspection highlighted four differences compared to the certified product: the mask’s weld line had changed from continuous to dashed; the welding around the nose piece had been modified from three to four sides; the elastic attachment point had changed from circular to square; and even the CE marking had different dimensions compared to the identification number 2834 of the notified body. Errors that would have been serious for any small company but, in this particular case, were completely unjustifiable.
Anhui Zhongnan was not a marginal manufacturer. The company, based in the Qianshan Comprehensive Economic Development Zone, in the Chinese province of Anhui, is a major player in the sector and appears in two of the main supply chains of the massive order brokered by Mario Benotti’s brokers: in the consortium Wenzhou Light Industrial Products Arts & Crafts Import Export Co. Ltd and in the consortium Luokai Trade. The documents of the Commissioner’s Structure, seized and scrutinized by the Financial Police, expressly attribute to Anhui Zhongnan the supply of 14 million 107 thousand devices in our country. Translated into economic value, this means over 30 million euros within the overall 216 million euro order entrusted to the group of companies.

And to think that Anhui Zhongnan had risked (from its point of view) having its mask production rejected not only by Irish laboratories but even by Italian ones. In fact, at first, the technical documentation provided by the Wenzhou Light consortium had been judged insufficient by the Technical-Scientific Committee, which was responsible for the control and validation of the devices: according to the documents collected by the GdF officers, essential evidence on fabric durability was missing, the model was not clearly identified, and the indicated laboratory was not accredited. For this reason, a negative opinion was expressed. Just a week later, however, the commissioner’s structure sent new documents requesting an urgent evaluation from the CTS.

Based on a second test, the incriminated device was considered equivalent to an FFP2 and was given the green light.
