THE BEGINNING
It all starts from the usual European directive: 2008/50/EC. This, it must be said, does not say “stop Euro 5”. It says something else, and it says it to all Member States. It sets emission limits. It says that citizens must be informed. If exceedances repeat? Air quality plans are needed. In short, the usual good dose of environmental and climate dirigisme. But with a minimum of flexibility in times and ways. The point, however, is that the Po Valley has been under infringement procedure for years.
Here the limits are constantly exceeded. The reasons are many, known and irremediable. Factors that make air exchange more complicated than in other European plains. Orography first of all: Alps to the north and west, Apennines to the south and opening only towards the Adriatic to the east. In short, the Po Valley is not a table but a basin. The wind? Among the weakest in Europe. Then there are winter thermal inversions; a lid of mild air at two-four hundred meters that keeps cold and dirty air on the ground. Then add long anticyclones.
Zero disturbances that “wash” the basin. In winter the dilution capacity is estimated to be three to five times lower than that of other regions. And humidity? And fog? True hallmarks of the plain? They transform nitrogen oxides and ammonia from farms into secondary particulate matter. Pollutants do not remain but multiply.
Then there is the economy. On one third of the Italian territory (Piedmont, Lombardy, Veneto and Emilia Romagna) half of the GDP is produced and two fifths of the national population live. Exactly where the air moves the least. A structural block would have been a colossal economic disaster. For Italy and Europe. However, avoided thanks to tools wanted by the center-right. Good grief! The Aventine? To block cars? They never said: give Regions a flexible tool to avoid the block. Only “no to the government.” Period.
Then, however, the left in Emilia-Romagna uses the tool it wanted to reject in Parliament. To be fair, De Pascale is much less polemical and arrogant than his predecessor Bonaccini. He defined, to his credit, Brussels’ approach to the environmental issue as “failed.” In short, let’s make it short. The sequence is this. Europe imposes the usual obligations and ceilings. Law 155/23 sets the calendar to comply with them. 105/25 invents the loophole. De Pascale takes it. If it had been up to the center-left in Parliament? Emilia Romagna would have been on foot!
