The story of Italy isolated in the duel with Spain governed by Pedro Sánchez ended at 10:40 yesterday morning, when the letter to the European authorities written by Giorgia Meloni and the Danish (socialist) Prime Minister Mette Frederiksen became public. Below theirs, the signatures of twenty other European leaders, including that of German Chancellor Friedrich Merz, politically very significant.
Just over a page to say that the problem is not so much what happened in Ceuta, but everything that made the disaster possible. Starting with the “policies that can act as pull factors” for irregular immigrants: “pull factor,” the same term used at the time by the EU agency Frontex to describe the activity of NGOs in the Sicily channel. Among these factors, the letter points to “the regularization of a very high number of irregular migrants”: a direct reference to the political choices of the socialist government in Madrid.

As for the tools to address the situation, to be discussed in the videoconference of Interior Ministers to be held on Tuesday, the twenty-two propose “the strengthening or reintroduction of temporary controls at internal borders.” This is what Italy did on Friday, suspending for a month the application of Schengen rules in connections with Spain: the “senseless and dangerous decision,” as Giuseppe Provenzano, foreign affairs head of the PD, calls it, is supported by almost all European chancelleries. The signatories ask to bypass the Madrid government in relations with Morocco regarding immigration, also by strengthening Frontex: Spain has never proposed such a thing.
THE OBLIGATION TO DEFEND BORDERS
Against Sánchez, the Chisinau declaration on migration, adopted on May 15 by the Committee of Ministers of the Council of Europe, is waved. A document that invites the signatory states to use “new approaches,” such as repatriation hubs in third countries, modeled on what Italy wanted in Albania, and the processing of asylum applications outside European territory. Above all, it establishes that protecting one’s borders is “an obligation and a necessity.”
This declaration, the letter warns, now requires “rapid and effective implementation.” It means that the tools exist and the Madrid government has the duty to seal the borders to protect everyone: Spain is among the 46 countries that have signed that text.

The letter, in short, is a collective act of accusation and distrust towards Sánchez, as well as sharing the Italian position. Neither diplomatic language nor concessions made to Spain, also to keep progressive governments in the group (“We recognize that the recent ruling of the Spanish Supreme Court was used to trigger this attack… We note that no unauthorized secondary movements towards Europe have been recorded”) are enough to mask it. So much so that the Politico.eu outlet, specialized in telling the stories of the Union, paints a “Sánchez increasingly isolated.”

WHO SIGNS AND WHO DOES NOT
The story of the right-wing Italian government that for electoral propaganda (and maybe to mend fences with Donald Trump, as newspapers and opposition figures claim) targets the Spanish socialist prime minister thus proves to be a short-legged hoax. Among the signatories of the letter are also the leaders of other European first arrival countries: Malta, Cyprus, and Greece.
There are all those from Northern Europe and the Baltic countries, worried about the use of uncontrolled migratory flows as a “hybrid threat.” There are ten leaders belonging to the European People’s Party, including Merz and the Pole Donald Tusk. There are the socialists Frederiksen and Robert Abela, Maltese prime minister. There are two liberal members of Renew Europe, Emmanuel Macron’s European family: the Estonian Kristen Michal and the Dutch Rob Jetten. There is the Hungarian Péter Magyar, who defeated Viktor Orbán in the elections. There are leaders of governments with socialists in coalition, such as the German and Belgian ones. Sánchez’s approach to immigration is a problem for governments of every color.

The very few who did not sign the letter – except Sánchez, who is the target, and Irish Prime Minister Micheál Martin, who as rotating president of the EU Council is the official recipient – are Macron, who expressed solidarity with the Spanish colleague, the Portuguese Luís Montenegro, who probably did not join out of Iberian solidarity, and the Luxembourger Luc Frieden. Among the main European leaders, Sánchez therefore has the support of only the French president. Now at the end of his term, unable to run again and without credible heirs, for Macron signing would have meant giving reason to Meloni and especially to Marine Le Pen, the right-wing candidate for the Élysée leading all polls, who has contested him on immigration policies for years.
The ministers’ summit to be held the day after tomorrow will thus see the Spanish government in the role of the political defendant, who will be asked to change course and respect the commitments made for everyone’s security. The Italian left has already chosen which side to be on; most European leaders have too.
