Among the innovations of the national provision, there is the revision of the 1992 law, with greater emphasis on the management of wildlife also as a tool for the protection of agriculture and biodiversity, the expansion of areas affected by hunting activity, the updating of the list of huntable species and the rules on hunting periods, new competences in wildlife management, with a rebalancing of the role of technical bodies and Regions in hunting planning, regional plans for the control of certain species, including specific tools for the management of wolves and problematic wildlife, with the declared aim of reducing damage to agricultural activities.

According to the right, the goal of the reform is to update legislation dating back over 30 years, making it more effective from various points of view, without eliminating protected areas or reducing the conservation standards provided by European regulations. According to environmental associations, supported by left-wing parties, the reform would overturn the approach of the 1992 law, in which the protection of wildlife represents the prevailing principle over hunting activity. For this reason, they demand its withdrawal or a profound rewriting.

In Tuscany, however, the PD and M5S approved the Wildlife-Hunting Plan which generally follows the “shooting” law that they themselves are opposing in Parliament. The Region, therefore, gave the green light to the law with the favorable votes of the Democratic Party, Five Star Movement and Reformist House (Matteo Renzi) as well as the center-right. Members of the Green-Left Alliance were opposed. Giani, moreover, defined it as a “balance plan” reiterating that the presence of hunters “is indispensable to guarantee biodiversity, the containment of emergencies and ecological balance: without them we would face an imbalance with very serious damage.”
