“No one likes to raise taxes,” said the mayor of Genoa Silvia Salis. It is certainly natural for the left. And the idol of our local progressives did not want to be outdone: after the Genoese council had grandly announced at the press conference for its first year in government that they were “very optimistic that there would be no increase in the Tari,” the blow came. The average tariff increase will be 5.7% against a cost growth of 6.7% for Amiu, the company that deals with waste collection in the Ligurian capital.

Among the hypotheses being considered by the administration was to allocate part of the proceeds from the tourist tax to sterilize the Tari increase. So much so that at the end of June, the council had approved the increase of the tax from 3 to 5 euros per night for furnished apartments for tourist use and from 3 to 4 euros for structures such as B&Bs, guesthouses, and holiday homes. The Municipality therefore allocated 1.3 million euros derived from the tax (in addition to 1 million in further municipal resources) to cover waste collection costs. However, the amount was insufficient. Someone must have miscalculated…

This is demonstrated by the very tight deadlines for completing the approval process for the increase: it must conclude by July 31, the deadline set by national legislation for the approval of economic-financial plans for waste services. The Tari increase will already be applied to the year-end balance: if the advance was based on 2025 tariffs, the adjustment will already incorporate the new tariff. Needless to say, Mayor Salis played the blame game on the past administration: “The Municipality intervened as much as possible. Could we have mitigated it even more with our own resources? Perhaps. But the blanket is not infinite and services to the most vulnerable would have had to be cut. These are political choices.”

Then the frontal attack on governor Marco Bucci, his predecessor, who “said he had a managerial approach, but then left public companies on the verge of bankruptcy. This administration has no intention of using subsidiaries for political propaganda.” The mayor then admitted that the repercussions in terms of consensus would be inevitable: “The intention of this administration is not to leave the subsidiaries as we found them: if this costs us political capital, so be it, but it is a matter of transparency.”

The reply from Ilaria Cavo, deputy and councilor of Noi Moderati, was firm: “Despite the disastrous situation inherited from the Doria council, the center-right’s effort was not to increase it. The tax collector Salis, however, sees Genoese citizens as ATMs.” The unions also lashed out against the Democratic mayor. “The news of a possible Tari increase, never expressed by the Municipality at the discussion tables, represents a serious matter in terms of substance and method,” denounce Cgil, Cisl, and Uil. The resolution will arrive tomorrow in commission and next week in the Municipal Council. “In 14 months, the progressive Salis has managed to increase Imu, museum tickets, Irpef, tourist tax, and boarding fees. Now, contradicting her own statements, we arrive at a massive increase in Tari for families and businesses, approved without any prior discussion and with extreme haste. All of this is absurd and undemocratic,” is the attack from Lega councilor Paola Bordilli.
