The Chamber floor has approved, by secret ballot, the bill for the electoral reform with 217 votes in favor and 152 against (two abstentions). The measure, called “Stabilicum“, now goes to the Senate for examination.

At Montecitorio, center-right deputies celebrate, standing up. Some of them shook hands in satisfaction. Thus, at least for the moment, the case of the “snipers” is closed, following Tuesday’s ambush on the Brothers of Italy amendment on preferences, which was spectacularly rejected due to the opposing vote of 31 center-right members. The stumble created obvious political embarrassment, with Prime Minister Giorgia Meloni and FdI members hinting at the possibility of an early election, perhaps as soon as spring 2017.
The measure, based on the proportional system, includes a majority bonus for the coalition or list that exceeds 42% of the votes, corresponding to 70 additional seats in the Chamber and 35 in the Senate, up to a cap of 220 deputies and 113 senators. If this threshold is not reached, seats will be allocated proportionally to the votes received.

The ballot will indicate the candidate for prime minister and preferences will not appear: the voter will choose the list as a whole. The issue was at the center of a heated clash in the Chamber, which saw a majority amendment aiming to allow the indication of three candidates in a list of six names (seven in total, with a locked lead candidate) rejected by secret ballot. The topic could return in the second reading at Palazzo Madama.
