Contacts between the center-right sherpas continue regarding the electoral law, ahead of the deadline for submitting amendments (tomorrow at 12) both in the Senate Constitutional Affairs Committee and in the Chamber. The most likely – if not certain – hypothesis is that the bill will arrive in the Chamber on September 9 without the mandate to the rapporteur, which would revert to the base text, completely reopening the amendment process and granting other precious days to work on the dossier.
As for tomorrow’s deadline, it is confirmed, as foreseen by the majority agreement reached before the break, the submission of a shared amendment on preferences (always with blocked lead candidate). There will be – majority sources explain – also another amendment that provides for the abolition of the so-called anti-bush rule, according to which votes cast for lists connected within a coalition that do not reach the 3% threshold do not contribute to the calculation of the coalition’s national electoral figure, with the sole exception of the ‘best loser’. The issue of gender alternation of lead candidates is still to be resolved.
However, the issue that is currently heating up the political debate the most is the hypothesis of a runoff, relaunched by former Senate President Marcello Pera and welcomed with appreciation by the second highest office of the State Ignazio La Russa. On the subject, however, there is no consensus within the majority: in particular, the Lega has always been against the two-round system. In the end, according to majority sources, the amendments on the runoff should be two (both presented only for the Chamber). One is from Forza Italia and one from Pera himself in a personal capacity, but naturally not in conflict with his party which, it is recalled, has a “secular” attitude on the subject, so much so that the runoff was already present in the first version of the text. The two amendments would serve in any case to put the issue on the table, on which a thorough reflection is needed, also on possible technical difficulties.

On the hypothesis of a runoff, the center-left raises a wall. “Scenes from Just Kidding” by a majority “without seriousness,” accuses Dario Parrini of the PD. They want “an electoral law to remain bolted to power,” accuses the M5s leader Giuseppe Conte while for Filiberto Zaratti (Avs) “Meloni wants to win at all costs, changing the contents of the law day by day according to polls that increasingly show her losing.” But it is the leader of Futuro Nazionale Roberto Vannaci who attacks the center-right and the Prime Minister more heavily. “Once – he writes on social media – in Italian politics, there was someone who specialized in the knight’s move. Do you remember it? ‘Enrico, stay calm…’ Today, however, the most fashionable move seems to be another: the move of fear” and “the anti-Vannacci runoff emerges.”
For the former general, “one thing seems clear to me now. The electoral law is not designed for Italians. It is not designed to guarantee better governability. It is designed to try to neutralize an opponent who, democratically, is consolidating in the Italian political landscape. If we are so irrelevant, why the rush to change the rules? If we count for nothing, why build a barrier? Perhaps because the problem is not Vannacci. The problem, for some, are the Italians who have decided to vote for him. And when politics begins to study the rules not to govern better, but to defend itself from the consensus of voters, it means that fear has already entered the Palaces. Polls and Vannacci scare the right.”
