The mayor, Alessandro Rapinese, has indeed decided to prohibit their use on the main streets of the center after being hit by an electric bike near the Town Hall. The measure, reported by Dagospia, has divided the already deeply split city and provoked a reaction from the Nova Como association.
Vincenzo Falanga, president of the association, exploded to La Stampa: “The administration turns individual problems into collective problems.” Rapinese, however, goes straight ahead and does not change his mind. “They accused me of adopting this measure because I was hit by an electric bike: certainly. People behave based on their own experiences and I have experienced what it means to be hit by those beasts.”

The mayor also recounts the origin of the ordinance. “Two years ago we had decided to regulate access to the ZTL for couriers. Then, in mid-July, just as the council was discussing the resolution, I left the Town Hall and was run over by an electric bicycle. That’s when I understood that, for pedestrian safety, we also had to regulate access for electric bikes. And since the Highway Code prohibits discrimination between normal and electric bikes…”.

The crackdown will start in September. And the protest is already ready, Nova Como has announced a bike ride against the ban for mid-month. Supporters and opponents, therefore, are preparing to face off over the new rule wanted by the administration. Rapinese defends the choice and links it to a previous decision by the Town Hall: “We are convinced that it is a correct choice, as it was in 2022, ahead of other European cities, to ban the rental of electric scooters.” Then he adds: “I consider it madness to have imposed on electric scooter owners the obligation to insure their vehicle and to equip it with a license plate, but not to have done so for electric bicycles, which are perhaps even more dangerous.”
