Italy, at the table of the European Council of Interior Ministers scheduled for Tuesday on the Ceuta case, according to government sources, will request the application of the EU regulation on ‘return hubs’. This is, as anticipated this morning by newspapers, the possibility for member countries to transfer migrants with a return order to centers located in safe non-EU countries, following the ‘Albania model’. Among the identified countries, mostly African, there would be “Rwanda, Ghana, Ethiopia, Senegal, Tunisia, Libya, Mauritania, Egypt, Uganda, Uzbekistan, Armenia and Montenegro. In short, as done in Albania, the proposal is to create new hubs for the repatriation of illegal migrants, but funded with European funds.
At the same time – reports an insider from the Corriere della Sera -, the government will request the strict implementation of the “Gsp+” program, approved this year and in force from January 1, 2027. The system links tariff advantages for developing countries to the effective cooperation in readmitting their citizens who illegally reside in the EU. Already on Saturday, August 1, the Italian Prime Minister had promoted, together with Denmark, a letter signed by 22 EU member states, calling for joint action to strengthen external borders, combat irregular immigration, fight human traffickers, make returns more effective, and eliminate any factor that could encourage new illegal entries.
